The State House passed a low carbon fuel standard Wednesday in a contentious debate.

12th Dist. Rep. Keith Goehner says it's the same bill the House passed last year, and that it will hurt small business, agriculture, low-income people and emergency services.

"It isn't that it's either a good environment or not. That isn't really the issue. We're trying to balance things and approach it in a real systematic fashion and make sure that when we're investing in some of these projects that we can see a quantifiable benefit."

The bill will move over to the Senate where it died last year.

House Democrats have also discussed getting rid of odd-year elections citing lack of interest and participation.

12th Dist. Rep. Keith Goehner says they are typically the junior taxing districts which don't seem to be as interesting to the general public.

"My concern is that what we really want is an informed electorate and the more things that you put on the ballot, the more difficult it is to be really knowledgeable about all the things and candidates you're voting for."
