The Chelan Douglas Port Authority has financed construction of a water main and is handing over its ownership to the Malaga Water District.

The commissioners say the move will not require voter approval and contend it would only be legitimate if approved by voters in both counties.

The process will require a $25,000 prepayment to the Bonneville Power Administration for design, material and labor so the Administration can make upgrades at its Valhalla Switchyard.
