Former State Senate Minority Leader Mark Schoesler is vehemently disagreeing with the Governor's plan to pay for fish culverts using funds from the state transportation budget.

He says the proposed biennial budget breaks a promise.

"It has the potential to destroy people's trust in government. If legislators overwhelmingly, bi-partisan, approve a package and in just a few short years somebody changes it without a vote of the legislature or the people, that bait and switch just doesn't cut it with taxpayers."

The Ritzville Republican says drivers think they’re paying a higher gas tax for roadwork in their area – not culvert replacements for fish.
