Douglas County detectives arrested a 66 year old Waterville male without incident on October 31 in reference to  the white power substance that was found in an election ballot envelope discovered during processing. Howard A. Lane was booked into Chelan County Jail for Acts Prohibited in Voting Center-Prohibited Practices. According to the Douglas County Sheriff's Office statement, due to the stage of processing detectives were able to determine which envelop the substance came from and the envelope belonged to Lane. The substance was tested and was found to be non-toxic.
